According to these laws, cultural monuments worthy of conservation are things, entities of things, parts of things, whose conservation is of public interest for artistical, scientifical, technical or historical reasons, or for reasons of urban development. This guideline is directed at people who own such cultural or commercial goods or who are involved with service, conservation, and restoration of such goods which are, directly or indirectly, exposed to the open air.
