This standard defines relevant requirements set out in Annex I of EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with these requirements. Once this standard is cited in the Official Journal of the European Union, it is deemed a “harmonized” standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive ("presumption of conformity"). This part of ISO 3691 gives safety requirements and the means for their verification for self-propelled, seated-rider operated, industrial variable-reach trucks as defined by DIS/ ISO 5053-1 industrial variable-reach trucks (2.21), industrial variable-reach container handler (2.24) (hereafter referred to as trucks), equipped with load-handling devices for normal industrial duties (such as fork arms or container handling means), or with attachments for specified applications mounted directly on non-slewing lifting means or an auxiliary mast fixed at the end of the lifting means. ISO 3691-2 is not applicable to - rough-terrain variable-reach trucks, - rough-terrain variable-reach trucks for handling containers, - machines designed primarily for earth-moving (such as loaders and dozers), even when their buckets and blades are replaced with forks, - machines from which the load can swing freely in all directions and this part does not establish requirements for hazards that can occur: - during construction, - when using trucks on public roads, - when operating in potentially explosive atmospheres, or - when lifting persons. In addition to the requirements specified in ISO 3691-2, ISO/TS 3691-7 addresses regional requirements in Europe. For the purposes of this part of ISO 3691, fork arms and integrated attachments are considered to be a part of the truck, whereas attachments/equipment mounted on the load carrier or on the fork arms which are removable by the user are not. Requirements for attachments are specified in the corresponding clauses. This standard contains the German version of EN ISO 3691-2:2016, which has been prepared by Technical Committee ISO/TC 110/SC 2 "Safety of industrial trucks" in cooperation with Technical Committee CEN/TC 150 "Industrial trucks - Safety" of the European Committee for Standardization (CEN). The national interests during the preparation were represented by Committee NA 060-22-42 AA "Sicherheit von Flurförderzeugen" ("Safety for industrial trucks") in Technical Section "Fördertechnik" ("Conveying technology") of the Standards Committee Mechanical Engineering (NAM) at DIN. Representatives of the manufacturers and users of industrial trucks, and of the employers' liability insurance associations were involved in the preparation.
