This standard defines relevant requirements set out in Annex I of the new EC Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with such requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Communities, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (the so-called presumption of conformity). This standard applies to all machinery (stationary and mobile) where fixed means of access are necessary. The purpose of this standard is to define the general requirements for safe access to machines described in EN ISO 12100-2. EN ISO 14122-1 gives advice about the correct choice of access means when the necessary access to the machine is not possible directly from the ground level or from a floor. This standard applies to fixed ladders, which are part of a machine. This standard may also be applied to fixed ladders which are part of the building where the machine is installed, providing the main function of that part of the building is to provide a means of access to the machine. This standard may be used also for means of access which are outside the scope of this standard. In those cases, the possible relevant national or other regulations should be taken into account. This standard applies also to ladders which are not permanently fixed to the machine, but may be removed or moved to the side for some operations of the machine (for example, changing tools in a large press). For the significant hazards covered by this standard, see clause 4 of EN ISO 14122-1. This standard contains the German version of Amendment A1:2010 to EN ISO 14122-4:2004 which has been prepared by ISO/TC 199 "Safety of machinery", in collaboration with CEN/TC 114 "Safety of machinery" (secretariat: DIN, Germany) of the European Committee of Standardization (CEN). The following changes have been made with respect to EN ISO 14122-4:2004-12: - the Normative references and Bibliography have been updated; - in the Scope, a note has been added regarding deviations for mobile machinery; - correction of Figure 4b); - amendments have been made in 4.3.2 regarding the choice of a suitable fall protection device; - the operating instructions in 6.2 have been supplemented; - the previous Annex ZA has been updated; - an informative Annex ZB on the relationship between this European Standard and the Essential Requirements of Machinery Directive 2006/42/EC has been added. The national interests during the preparation of this standard were represented by Committee NA 060-48-11 AA "Arbeitsbühnen und Zugänge - Sicherheit" ("Working platforms and means of access - Safety") of Technical section "Basic standards" of the Mechanical Engineering Standards Committee (NAM) at DIN. Manufacturers' representatives and users of ladders, stairs, stepladders and guard rails, as well as representatives of professional and trade associations were involved in the preparation of the standard.
