This standard defines relevant requirements set out in Annex I of EU Lifts Directive 95/16/EC, relating to electrically driven passenger and goods passenger lifts which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with these requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Union, the manufacturer applying this standard may assume compliance with the requirements of the Lift Directive (so-called presumption of conformity). This standard contains all the significant hazards, hazardous situations and events of permanently installed new electrically driven passenger or goods passenger lifts, with traction, positive or hydraulic drive, serving defined landing levels, having a car designed for the transportation of persons or persons and goods, suspended by ropes, chains or jacks and moving between guide rails inclined not more than 15° to the vertical. This standard does not cover: - the erection of electrical lifts in existing buildings, provided that there isn't sufficient space; - important modifications to a lift installed before this standard is brought into application; - lifting appliances, such as paternosters, mine lifts, theatrical lifts, appliances with automatic caging, skips, lifts and hoists for building and public works sites, ships' hoists, platforms for exploration or drilling at sea, construction and maintenance appliances; - transport, erection, repairs, and dismantling of lifts; - lifts with a rated speed of ≤0,15 m/s. The need for replacement was based on the following points: - improvement in safety due to changes in available technologies; - the need to reflect changes to the state of the art; - incorporation of essential health and safety requirements from the relevant EU Directives; - elimination of reported errors; - incorporation of proposals resulting from interpretation requests; - adjustment of the references to other standards according to the progress in that field.
