This standard contains the German version of the European Standard EN 61000-3-3:2013 and it is identical to the third edition of the International Standard IEC 61000-3-3 (edition from May 2013). It is concerned with the limitation of voltage fluctuations and flicker caused by electrical and electronic equipment having an input current equal to or less than 16 A per phase, intended to be connected to public low-voltage systems. Equipment and devices which are covered by this standard are not subject to conditional connection. The flicker is defined as the impression of unsteadiness of visual sensation induced, among other things, by a light stimulus whose luminance or spectral distribution fluctuates with time and the avoidance of which contributes to a contamination-free environment. This standard specifies limits for short-term and long-term flicker values and for the maximum steady state voltage change and maximum relative voltage change and the accumulated voltage change characteristic as a measure for voltage changes caused by the device or equipment. Furthermore, the procedure for the assessment of the aforementioned parameters for a device to be tested is specified. For this purpose, the following is possible: - direct measurement with the flickermeter; - analytical method; - simulation method; - use of the Pst = 1 curve. General test conditions are also specified, and Annex A provides specific test conditions for selected devices such as cookers, lighting and similar equipment, washing machines, tumble dryers, refrigerators, vacuum cleaners, electric tools, television broadcast receivers and other consumer electronics products, copying machines, laser printers, direct water heaters, air conditioners, and welding equipment. It also states the application of limits and test conditions for specific equipment. This standard also takes into account the inrush current and manual switching of the equipment. This edition includes the following significant technical changes with respect to the previous edition: this edition takes account of the changes made in IEC 61000-4-15 (Ed.2.0) and includes specifications and information on direct measurement of parameters according to this standard. The responsible committee is DKE/UK 767.1 "Niederfrequente leitungsgeführte Störgrößen" ("Low frequency phenomena") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
