This standard contains the German version of EN 55016-4-2:2011 + A1:2014 and is identical with the International Standard CISPR 16-4-2:2011 and its Amendment A1:2014. It specifies a method with which the Measurement Instrumentation Uncertainty during measurements shall be determined and this measurement uncertainty shall be taken into account when determining compliance with CISPR disturbance limits. Its content is also relevant to any EMC test when interpretation of the results and conclusions reached will be impacted by the measurement instrumentation uncertainty used during testing. For the different emission measurement methods related to - conducted disturbances at mains and telecommunication ports, - disturbance power and - radiated disturbances, this standard specifies the measurement uncertainty value UCISPR for the performance of the measurement at different measurement sites (open area test site, semi-anechoic and fully anechoic rooms) and with the use of different measurement equipment (artificial mains network, voltage probes, current probes for the measurement of conducted disturbances), which has been determined under consideration of the uncertainty budget of measurands relevant during the measurements. With respect to the previous version of the standard, a series of additional methods and the measurement in the frequency range above 1 GHz in a fully anechoic room are taken into account. In correspondence with this standard, the measurement instrumentation uncertainty of a test laboratory shall be determined for the corresponding uncertainty input quantities. If the measurement uncertainty ULab determined for the measurements in the laboratory is less than or equal to the uncertainty of measurement UCISPR the limit is considered to be complied with if it is not exceeded by any disturbances measured. If any measured disturbance exceeds the limit, the limit is considered not to be complied with in this case. If the uncertainty occurring during the measurement in the laboratory is higher than the measurement uncertainty UCISPR, the measured disturbance shall be initially increased by the difference from the measurement uncertainty of the laboratory equipment and the measurement uncertainty UCISPR, and the aforementioned evaluation shall be subsequently carried out. In the annexes the relevant uncertainty budgets generally applicable for the different measurement and the uncertainty budgets specific to these are listed and each uncertainty budget is determined under consideration of the corresponding budget. Explanations supported by annotations are provided for the individual budgets, which also provide information about how the budgets have occurred. The annexes, however, are not intended to be a tutorial or user manual or to be copied when making uncertainty calculations. For that purpose, the references shown in the bibliography, or other widely recognized documents, should be used. With respect to the previous edition of the standard, specifications for conducted disturbance measurements, for example within the framework of CISPR 15 or EN 55015 or DIN EN 55015 (VDE 0875-15-1), including a corresponding uncertainty budget. The responsible committee is UK 767.4 "Geräte und Verfahren zum Messen von elektromagnetischen Aussendungen" ("Equipment and methods of measurement of electromagnetic emissions") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
