This standard contains the German version of EN 55016-4-2:2011 and is identical to the International Standard CISPR 16-4-2:2011. It specifies the method of applying Measurement Instrumentation Uncertainty when determining compliance with CISPR disturbance limits. The material is also relevant to any EMC test when interpretation of the results and conclusions reached will be impacted by the uncertainty of the measurement instrumentation used during testing. For the individual disturbance measuring methods with regard to - conducted disturbance at mains ports and telecommunication ports - disturbance power - radiated disturbances, the respective uncertainty UCISPR is specified for carrying out the measurement at different test sites (open area test site, semi-anechoic chamber, fully-anechoic chamber) and when using different measuring equipment (artificial network, voltage probes, current clamp for conducted disturbance measurements, absorbing clamps for disturbance power measurements, antennae for radiated disturbance measurements), which has been determined under consideration of the uncertainty contributions of measurands relevant during the measurements. With respect to the previous version of the standard, a series of additional methods and the measurement in the frequency range above 1 GHz in a fully anechoic room are taken into account. In correspondence with this standard, the measurement instrumentation uncertainty of a test laboratory shall be determined for the corresponding uncertainty input quantities. If the uncertainty of measurement ULab determined for the measurements in the laboratory is less than or equal to the uncertainty of measurement UCISPR the limit is considered to be complied with if it is not exceeded by any disturbances measured. If any measured disturbance exceeds the limit, the limit is considered not to be complied with in this case. If the uncertainty occurring during the measurement in the laboratory is higher than the uncertainty of measurement UCISPR, the measured disturbance shall be initially increased by the difference from the uncertainty of measurement of the laboratory equipment and the uncertainty of measurement UCISPR, and the aforementioned evaluation shall be subsequently carried out. In the annexes the relevant uncertainty contributions generally applicable for the individual measuring methods and uncertainty contributions specific to these are listed and each uncertainty budget is determined under consideration of the corresponding contribution. Explanations supported by annotations are provided for the individual contributions, which also provide information about how the contributions have occurred. The annexes are however not intended to be used as training manuals for users or to be copied during preparation of uncertainty calculations. For this purpose, reference documents or other extensively accepted documents referred to in the bibliographies should be consulted. The EMC product committees have been advised to consider the corresponding specifications of the CISPR 16 standard series or EN 55016 for measuring instruments, methods and uncertainty of measurement during their specifications regarding measurement of high-frequency disturbances. The responsible committee is UK 767.4 "Geräte und Verfahren zum Messen von elektromagnetischen Aussendungen" ("Equipment and methods of measurement of electromagnetic emissions") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
