This type C standard contains safety requirements. It contains the German version of EN 1870-13:2007+A1:2009 which has been prepared by Technical Committee CEN/TC 142 "Woodworking machines - Safety" of the European Committee for Standardization (CEN). During the preparation the national interests were represented by Working Committee NA 060-06-01 AA "Sicherheit" ("Safety") of the Mechanical Engineering Standards Committee (NAM) of DIN. Manufacturers' representatives and users of horizontal beam panel sawing machines, as well as representatives of professional and trade associations have been involved in the preparation of the standard. This standard defines relevant requirements of Annex I of the new Machinery Directive 2006/42/EC, for machines which were placed on the market in the EEA for the first time, in order to facilitate the verification of the conformity with these requirements. Once it is cited in the Official Journal of the European Communities, it is deemed a harmonized standard, and thus the manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive covered by this standard (so called presumption of conformity). The requirements of this document are directed to manufacturers and their authorised representatives of horizontal beam panel sawing machines. This document is also useful for designers and importers. This document also includes provisions and examples of information to be provided by the manufacturer to the user. Common requirements for tooling are included in EN 847-1:2005. This document deals with all significant hazards, hazardous situations and events which are relevant to horizontal beam panel sawing machines where the saw unit is mounted below the workpiece support and which are manually or mechanically loaded and/or unloaded, fitted with: - a side pressure device and/or - a facility for scoring and/or - a facility for post-formed/soft-formed edge pre-cutting and/or - a panel turning device and/or - a pushing out device and/or - pneumatic clamping of the saw blade and/or - a powered panel loading device and/or - a grooving device and/or - (an) additional cutting line(s) inside the machine for longitudinal and/or head cut (before transversal cutting line) and/or - workpiece vacuum clamping as part of a panel turning device or of a panel loading device, when they are used as intended and under the conditions foreseen by the manufacturer. The machines are designed for cutting panels consisting of: a) wood based materials such as chipboard, fibreboard, plywood and also these materials where they are covered with plastic or light alloy laminates which can be cut easily; b) solid wood; c) hardened rubber and hardened plastic material; d) non-ferrous materials, such as light alloy; e) gypsum boards, gypsum bounded fibreboards; f) composite boards made from the materials listed above. This document does not deal with specific hazards related to: 1) specific features which differ from the list above; 2) the machining of panels with grooving tools; 3) mechanical unloading of panels; 4) the combination of a single machine being used with any other machine (as part of a line). This document is not applicable to horizontal beam panel sawing machines which are manufactured before the date of its publication as EN. Machines covered by this document if manually loaded/or unloaded are listed under A.1.4 of Annex IV of the Machinery Directive. With respect to DIN EN 1870-13:2008-03 the following changes have been made: a) changes in the foreword; b) the normative references in clause 2 and the text of the standard have been updated; c) 1 Scope, 4 List of significant hazards, 5.4.4 Electricity, 5.4.5 Ergonomics and handling, and 6.2 Marking have been changed or updated, 6.3 Instruction handbook, have been amended and updated; d) informative Annex ZA has been changed or updated; e) an informative Annex ZB on the relationship between this European Standard and the essential requirements of the EU Machinery Directive 2006/42/EC has been incorporated; application: for machine manufacturers and designers.
