This standard defines relevant requirements set out in Annex I of EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent to facilitate proof of compliance with those requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Communities, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (the so-called presumption of conformity). This European Standard specifies requirements for the design and selection of electrical, mechanical, hydraulic and pneumatic equipment used in all types of cranes and their associated fixed load lifting attachments with the objectives of protecting personnel from hazards affecting their health and safety and of ensuring reliability of function. Specific requirements for particular types of cranes, and for load lifting attachments, are given in the appropriate European Standard. The standard does not cover the detail design of individual items of equipment except with regard to their selection for specific aspects of use. In general, the proof of competence calculations and related strength requirements or safety margins of equipment and components are not covered by this standard. These questions are covered in EN 13001, Parts 1 and 2, and in the EN 13001-3 series that is partly under preparation. Exceptionally, some safety margins are given here for items not covered in EN 13001-1. Hazards due to noise are not covered by this standard. They are specified in safety standards specific to each type of crane. The specific hazards due to potentially explosive atmospheres, ionising radiation, and operation in electromagnetic fields beyond the range of EN 61000-6-2 are not covered by this European Standard. The significant hazards covered by this European Standard are identified in clause 4. This European Standard is not applicable to cranes which are manufactured before the date of publication by CEN of this standard. This standard contains the German version of EN 13135:2013-02 which has been prepared by Technical Committee CEN/TC 147/WG 3 "Cranes - Equipment - Design" (NA 060-22-11-03 AK) at the European Committee for Standardization (CEN). This standard differs from DIN EN 13135-1:2011 and DIN EN 13135-2:2011 as follows: a) document has been completely revised and combined and brought into line with the current rules of presentation; b) calculation and design have been based on the EN 13001 standards series prepared by CEN/TC 147/WG 2 "Cranes - Design - General". This document replaces the FEM technical rules formerly referred to. c) health and safety requirements of the Machinery Directive have been added and the standard has been brought in line with the Essential Requirements of the Machinery Directive 2006/42/EC. The national interests during the preparation of the standard are represented by the committee in agreement with Steering Committee NA 060-22-10 AA "CEN/TC 147 - ISO/TC 96 - Cranes" as well as in coordination with NA 060-11-03 "Krane und Hebezeuge" ("Cranes and lifting equipment") of the Mechanical Engineering Standards Committee (NAM) at DIN. Representatives of manufacturers and users of cranes and lifting equipment, and of the employers' liability insurance associations contributed to this standard.
This document replaces DIN EN 13135-1:2011-04 , DIN EN 13135-2:2011-07 .
