The reorganization of the railway system provided the legal framework for access to public rail infrastructures. This necessitates a uniform security framework for the state of railway vehicles, as wear, failures and other damage influence the operational dependability of railway vehicles. The standards of the complete works "State of railway vehicles" contain technical requirements for safety relevant systems and components of railway vehicles with standard gauge (standard gauge vehicles in accordance with DIN 25003) requiring inspection. This document DIN 27200 specifies the terms and definitions for the application of the standards of the complete works "State of railway vehicles" listed in DIN 27200, Supplement 1. The standards of the complete works "State of railway vehicles" define the limit state for safe operation of railway vehicles with standard gauge and their components. They shall be applied provided that the vehicles are operated within a public rail infrastructure. The minimum requirements for the processes given in the standards for compliance with the target state of the railway vehicles shall also be met. With respect to DIN 27200:2003-08, the following modifications were made: a) alignment and adjustment of the foreword and the introduction; b) new specification of the scope (1) and the application (3.1); c) revision of the normative references; d) The following terms have been incorporated: 1) replacement 2) vehicle owner/RU 3) limit values 4) authorization for placing in service 5) test run e) The following terms were deleted: 1) registration contract 2) maintenance category 3) servicing 4) technical rules for the state of railway vehicles (TRF) 5) administrative regulation 6) assembly 7) state description f) editorial revision and supplements. The standards of the complete works "State of railway vehicles" are notified according to the Communication from the Government of the Federal Republic of Germany to the Commission of the European Communities as national safety rules for the German railway system according to article 8, paragraph 2 of Directive 2004/49/EC of the European Parliament and of the Council of 29 April 2004 on safety on the Community's railways. The European Railway Agency (ERA) has included these standards in particular in the ERA guide for the member states about the notification of national safety rules.
