Short description
An odour survey can be required in connection with the assessment of the protection against adverse environmental impacts according to § 5 of the German Federal Immission Control Act and the Guideline on Odour in Ambient Air (GIRL). This standard represents a decision support for the necessity and (if required) the extent of an odour survey. Therefore, the standard primarily addresses policy-makers, i.e. public authorities responsible for immission control, applicants for installation licences according to the German Federal Immission Control Act, operators of installations subject to licencing, and authorised persons for odour surveys. The need for an odour survey can be prompted both by a facility approval procedure under immission control or building law; by a monitoring procedure motivated, for example, by neighbourhood complaints; or by a land-use planning procedure. This standard harmonises and systematises the process for deciding on the need for an odour survey. First of all, agreement is reached on test steps that should be possible to perform without measurements. The associated effort usually increases from one step to the next. For certain sectors of industry, it can be advisable to adopt different approaches.
