DIN SPEC in accordance with the Pre-standard procedure has been prepared by Working Committee NA 031-04-07 AA "Sonstige Fahrzeuge" ("Other vehicles") following preparatory studies in Working Group NA 031-04-07-01 AK "Einsatzleitfahrzeuge - Überarbeitung Normenreihe DIN 14507" ("Command and control car - revised standard series DIN 14507") at DIN Standards Committee Firefighting and Fire Protection (FNFW). The revision of DIN 14507-5:2008-03 was necessary in order to adapt the telecommunication equipment to the current state of the implementation of digital radio technology. DIN SPEC 14507-5 completely replaces the previous version of DIN 14507-5 from March 2008. A DIN SPEC in accordance to the Pre-standard procedure is a result of standardization work which has not yet been published as a standard by DIN due to certain reservations regarding the content or due to the preparation procedures deviating from a standard. By means of the DIN SPEC in accordance with the Pre-standard procedure it is intended to initially gain experience with its technical requirements before issuing it as a standard. In this context, FNFW is asking all users of the Pre-standards to report any findings from the use of command and control cars in accordance with the new Pre-standards to FNFW, ideally together with a documentation of errors during the use of the digital radio. DIN SPEC applies to command and control car of the command car KdoW type and includes requirements and the tabular list of the fire-fighting equipment. The KdoW is a command and control car which primarily serves the command of the operation for the approach and exploration of the incident areas. The complete series of standards on command and control cars DIN 14507 (Parts 2, 3 and 5; command and control car ELW 1, command and control car ELW 2 and command car KdoW) has been adopted for printing as Pre-standards series DIN SPEC 14507 on 09 December 2013 by the responsible Working Committee NA 031-04-07 AA "Sonstige Fahrzeuge" ("Other vehicles") at Standards Committee Firefighting and Fire Protection (FNFW) at DIN e. V. This was preceded by an intensive three-year preparation of the revised version of the mentioned standards by a working group consisting of interdisciplinary experts of the industry, users and authorities. The working group has prepared and partially even developed the current state of the art for digital radio communications for the concerns of the operational command with command cars. This was based on various framework conditions to permit the operation in all development areas of the TETRA digital radio network. Among others, these framework conditions mean for example for the ELW 1: - The incident area is located in an area with low network quality. - The command of the operation takes place in accordance with FwDV 100 "Command and control during the operation - command system". - The command of the operation uses two TMO groups and one DMO group. Generally, it shall be stated that physics indicates the limits to digital radio technology. For example, with a low network quality up to 40 m, other transmitting digital radio devices within a command and control car or within its close range can lead to faults. In addition to the requirements for the coupling of various TETRA terminals (-60 dB) covered by ETSI telecommunication standards, a practice test has demonstrated a new and serious fault by so called sub-band transmissions leading to problems when decoding the receive signal und which can be solved technically within the installation. Because of lack of experience with exactly these limits but also this so far very little practical experience with the elaborated configurations of the digital radio equipment and the accompanying antenna couplings, the responsible working committee decided to publish three standards as so called Pre-standards. These Pre-standards replace without restrictions the previous editions of the series of standards DIN 14507 regarding command and control cars and can be applied accordingly. Since the experts urgently require a set of rules for command and control cars, this way allows, due the Pre-standard, the prevention of an unnecessary appeal stage for the KdoW and ELW 2 which already take into account the substantial preparatory work of the ELW 1 primarily dealt with. Therefore, the Pre-standards are available to all interested parties as soon as they are published as valid technical rules. In addition to the adjustment to the requirements of digital radio, the following significant modifications have been made in respect to DIN 14507-5:2008-03: - revision of designation; - revision of technical facilities and setup; - inclusion of electromagnetic compatibility (EMC) and energy balance; - inclusion of design suggestions for the electric low-voltage system according to DIN VDE 0100-717 (VDE 0100-717) in Annex A; - revision of fire-fighting equipment; - update of normative references; - editorial revision of contents; - inclusion of bibliography.
