Plants requiring a licence with high emission rates and especially plants requiring no licence are subject to continuous monitoring of emissions. Quality assurance measures regarding the required measuring techniques are specified in the European Standard DIN EN 14181 "Stationary source emissions - Quality assurance of automated measuring systems". This Technical Report gives guidance on the application of DIN EN 14181. It supports the application of the levels of quality assurance QAL1, QAL2 and QAL3 as well as the Annual Surveillance Test (AST) defined DIN EN 14181. The requirements of these levels of quality assurance and of the Annual Surveillance Test are explained to assure a consistent application of DIN EN 14181. This Technical Report describes especially: - the general structure of the methods specified in EN 14181; - the responsibilities of plant operators and testing laboratories regarding QAL and AST tests; - relevance of QAL1; - cluster calibration at low and high values; - use of reference materials in QAL2; - treatment of outliers; - extension of the valid calibration range; - several calibration functions; - peripheral AMS; - influence of the standard reference method (SRM) on the variability; - kv values missing in EN 14181; - provision of input data to QAL3; - different QAL3 methods; - AST performance. This Technical Report is an informative document. It addresses all users of DIN EN 14181, for example test laboratories, plant operators and regulating authorities.
