This Technical Specification is applicable to all operators, service companies and drilling contractors working on wells and well operations. The purpose of this document is to help members of the oil and gas industry develop, implement, maintain and improve their own competency management systems (CMS) for well operations personnel. This Technical Specification suggests that the industrial partner meet the requirements that are specifically applied in health and safety regulations for information, instructions, training and monitoring. The general principles outlined can be applied to all safety-critical operations within the oil/gas industry. This Technical Specification does not only show the critical competencies of the well personnel, but also gives examples of competence profiles for the positions responsible for the well integrity. The examples identify the elements that are at least required in all acceptable rating systems. This Technical Specification also contains an example worksheet which can be used in performing a competency assessment, to help record the assessment results versus expectation, as well as the resulting action plan to address any gaps identified.
