This standard defines relevant requirements set out in Annex I of the EC Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with such requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Communities, the manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (the so-called presumption of conformity). This International Standard specifies minimum performance requirements and test procedures for the service, secondary and parking brake systems of wheeled and high-speed rubber-tracked earth-moving machines, for the uniform assessment of those brake systems. It is applicable to the following earth-moving machinery, operating on work sites or in mining, or travelling on public roads: - self-propelled, rubber-tired earth-moving machines, as defined in ISO 6165; - self-propelled rollers and landfill compactors, as defined in ISO 6165 and ISO 8811; - self-propelled scrapers, as defined in ISO 7133; - remote-control machines, as defined in ISO 6165, wheeled or rubber-tracked; - derivative earth-moving machines with rubber tyres; - earth-moving machines with rubber tracks and a maximum machine speed = 20 km/h. It is not applicable to pedestrian-controlled earth-moving machinery (see ISO 17063) or crawler earth-moving machines with steel or rubber tracks that travel at < 20 km/h (see ISO 10265). While purpose-built underground mining machines are not within the scope of this International Standard, its provisions can generally be applied to those machines with some braking performance modifications and additions (see Annex A). At the time of publication, no International Standard dedicated to purpose-built underground mining machines had been developed. This standard contains the German version of EN ISO 3450:2011, which has been prepared by Technical Committee ISO/TC 127 "Earth-moving machinery", in collaboration with Technical Committee CEN/TC 151 "Construction equipment and building material machines" at the European Committee for Standardization (CEN). The following modifications have been made with respect to DIN EN ISO 3450:2009-10: a) clause 2 "Normative references" has been updated; b) clause 3 "Terms and definitions" has been revised and new definitions have been added; c) clauses 4, 5 and 6 have been completely revised in respect of the requirements for and the testing of brake systems for earth-moving machinery; d) an informative Annex A "Braking for purpose-built underground mining machines" has been included; e) an informative Annex B "Brake slope capability calculation method" has been included; f) an informative Annex ZA on the relationship between this European Standard and the Essential Requirements of EU Directive 2006/42/EC has been included. During the preparation of the standard, the national interests were represented by Committee NA 060-13-01 AA "Erdbau-/Straßenbaumaschinen" ("Earth moving/Road construction machinery") of Technical Section Bau- und Baustoffmaschinen (Construction equipment and building material machines) of the Mechanical Engineering Standards Committee (NAM) at DIN. Representatives of manufacturers and users of earth moving machinery, as well as representatives of professional and trade associations were involved in the preparation of the standard.
