This part of IEC 62271 describes the operating conditions, rated values, general construction requirements and test methods for pre-fabricated high-voltage/low-voltage or low-voltage/high-voltage substations, which are connected with cables and operated internally (accessible type) or externally (non-accessible type), for alternating current at rated voltages greater than1 kV and up to and including 52 kV on the high-voltage side and for one or more transformers for operating frequencies up to and including 60 Hz to be installed outside buildings at places with public access where protection of persons is provided. Relevant provisions of this standard also apply to types not comprising all of the above mentioned components (for example for an installation comprising merely a power transformer and low-voltage controlgear). The responsible committee is DKE/UK 432.2 "Typgeprüfte Hochspannungs-Schaltanlagen" ("Type-tested controlgear") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
