The Energy Measurement System (EMS) serves for the measurement and data suitable for billing and may also be used for energy management, for example, energy saving. The standard series DIN EN 50463 uses a functional approach to describe the Energy Measurement System. These functions are implemented in one or more physical devices. This part DIN EN 50463-3 deals with the requirements applicable for the Data Handling System (DHS) of an Energy Measurement System, the main function of which consists in processing Energy Billing Data and transfer them to a Data Collection Service (DCS) on ground. This European Standard also contains basic requirements for the DCS and Conformity Assessment arrangements for the DHS. The responsible committee is DKE/K 351 "Elektrische Ausrüstungen für Bahnen" ("Electrical equipment and systems for railways") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
