The energy measurement system (EMS) is primarily used to measure energy consumption for billing purposes. It can also be used for other functions such as energy management. The DIN EN 50463 series of standards describes the EMS using a functional approach. This first part DIN EN 50463-1 contains requirements at system level for the entire EMS and common requirements for all devices that perform one or more functions of the EMS. This European Standard applies to newly manufactured EMS for use on motive power units on railways operating with AC and/or DC voltage as specified in EN 50163. However, it is not valid for portable EMS. The responsible committee is DKE/K 351 "Elektrische Ausrüstungen für Bahnen" ("Electrical applications for railways") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
