The standard applies to cable cutting devices used for checking of activation of cables in correspondence with the rules provided in EN 50110-1. The following limits apply for cable cutting devices: pressure less than 1 000 bar or pressure (bar)×volume (l) less than 10 000, fluid not belonging to Article 9, Group 1 of the Pressure Equipment Directive. Cable cutting devices in this standard can be applied in networks with nominal voltage up to 30 kV and nominal frequency of up to 60 Hz, and should be operated only by hand or foot. This standard does not apply for motor-operated cable cutting devices. For devices for use in networks with a nominal voltage of over 30 kV, this standard can be applied as a guidance, but additional requirements and tests shall, however, be agreed upon between the manufacturer and user in order to reach an equivalent level of safety. These devices are not suitable to cut cables with special reinforcement, with steel wires or steel bands with more than 1 mm diameter or width. The responsible Committee is UK 214.5 "Ausrüstungen und Geräte zum Arbeiten unter Spannung; Arbeitsgeräte und starre Schutzvorrichtungen" ("Equipment and devices for live working; Working equipment and rigid protective devices") of the DKE (German Commission for Electrical, Electronic and Informational Technologies) at DIN and VDE.
