This standard contains recommendations for service providers (and their subcontractors) for effective and efficient management, as well as for the installation, testing, operation and maintenance of a social alarm system, including the technical facilities and the organization of assistance. This standard covers the following aspects: a) general service standards, b) relationships with subscribers, c) installation at the subscriber's premises, d) alarm receiving services, e) testing and maintenance, f) agreement of measures, g) visits to the subscriber, h) records of operation, i) agreements with subcontractors, j) staff, k) control of operational risks. This standard applies to the delivery of social alarms services by organisations, whether through the use of paid or voluntary staff. It does not apply to the use of social alarm systems to enhance informal arrangements between an individual and their close friends and family for the provision of assistance, although it may provide advice on the issues that such individuals may need to consider. The responsible committee is DKE/UK 713.1 "Gefahrenmelde- und Überwachungsanlagen" ("Alarm and surveillance systems") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
