Overview

Together with DIN EN 1866-1:2007-10 and DIN EN 1866-2 (currently at draft stage), the standard includes the new edition of DIN EN 1866:2006-03 as the new Part 3 of the DIN EN 1866 standard series and includes further requirements for the pressure resistance of mobile carbon dioxide extinguishers which comply with the requirements of DIN EN 1866-1. Part 2, "Requirements for the construction, pressure resistance and mechanical tests for extinguishers, with a maximum allowable pressure equal to or lower than 30 bar, which comply with the requirements of EN 1866-1 of the DIN EN 1866 standards series", is currently still under preparation; when it is published as a full standard, this standard, together with DIN EN 1866-1:2007-10 and the present standard DIN EN 1866-3, supersedes DIN EN 1866:2006-03. This standard differs from DIN EN 1866:2006-03 as follows: a) the content of the standard has been divided into three parts; b) the Foreword has been revised and references to the Directive 97/23/EC of the European Parliament and of the Council of 29 May 1997 on the approximation of the laws of the Member States concerning pressure equipment have been deleted; c) requirements for pressure-containing parts in accordance with required specifications of Pressure Equipment Directive 97/23/EEC have been deleted and are now included in DIN EN 1866-2 (currently at draft stage) and DIN EN 1866-3, including informative Annex ZA on the relationship between this European Standard and the Essential Requirements of EU Directive 97/23/EC; d) some terms and definitions, as well as some symbols and abbreviations have been modified; e) specifications regarding characteristics and fire performance have been revised and are included in DIN EN 1866-1; f) requirements for mobile carbon dioxide extinguishers have been included; g) requirements for the pressure resistance of mobile carbon dioxide extinguishers are now included in DIN EN 1866-3; h) the contents of the standard have been editorially revised. This document has been prepared under a mandate given to CEN by the European Commission and supports Essential Requirements of the New Approach Directive 97/23/EC, EU Pressure Equipment Directive. Once the standard is cited in the Official Journal of the European Communities under that directive and has been implemented as a national standard in at least one Member State, compliance with the clauses of this standard given in Table ZA.1 confers, within the limits of the scope of this standard, a presumption of conformity with the corresponding essential requirements of that directive and associated EFTA regulations. This European Standard has been prepared by Technical Committee CEN/TC 70 "Manual means of fire fighting equipment" (secretariat: AFNOR, France) and is nationally supervised by NA 031-01 FBR "Fachbereichsausschuss Handbetätigte Geräte für die Brandbekämpfung - SpA zu CEN/TC 70" ("Section Committee Manual Means of Firefighting - Mirror Committee of CEN/TC 70") at Standards Committee FNFW.
