This document addresses the final stage of the performance management approach; that is, the verification of the performance of the entire road transport Intelligent Transport System (ITS) equipped with a given GNSS-based positioning terminal (GBPT) using the sensitivity analysis method. It further addresses the verification of GBPT performance as the standard identifies and defines the location performance characteristics and metrics to be applied in the definition of the GBPT performance requirement. The approach to performance management proposed in this standard is based on a classical systems engineering approach and provides support for engineers facing the problem of managing the performance of a location-based ITS for road transport throughout the system development. This document (EN 16803-1:2016) has been prepared by Technical Committee CEN/CLC/TC 5 "Space", the secretariat of which is held by DIN (Germany). This document has been prepared specifically to deal with space systems and therefore takes precedence over any European Standard, as it has the same scope but a wider scope (for example aerospace). The responsible German standardization committee is Working Committee NA 131-06-02 AA "Interoperabilität von Informations-, Kommunikations- und Navigationssystemen" ("Interoperability of information, communication and navigation systems") at DIN Standards Committee Aerospace (NL).
