The standard DIN EN 16156 specifies the fire safety requirement for cigarettes. Mandate M/425 asks CEN to develop a European Standard that satisfies the fire safety requirement laid down in Commission Decision 2008/264/EC on the fire safety requirements to be met by European Standards for cigarettes pursuant to Directive 2001/95/EC of the European Parliament and of the Council. EN 16156 has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association. It is specified in EN 16156 that no more than 25 % of a batch of cigarettes specimens to be tested shall burn through their full length. The assessment shall be carried out according to EN ISO 12863. The determination shall be carried out on 10 layers of filter paper as standard substrate specified in EN ISO 12863. The Committee responsible for this standard is NA 057-04-01 AA "Tabak und Tabakerzeugnisse" ("Tobacco and tobacco products") at DIN.
