This European Standard specifies the requirements for the operation of a cylinder filling plant to ensure that filling of transportable refillable LPG cylinders is carried out in a controlled and safe manner. This European Standard is applicable to the filling of cylinders complying with RID/ADR (including pi marked cylinders) and also to existing non RID/ADR cylinder populations. This European Standard is applicable to the following: - welded and brazed steel LPG cylinders with a specified minimum wall thickness (see EN 1442 and EN 12807 or an equivalent standard); - welded steel LPG cylinders without specified minimum wall thickness (see EN 14140 or an equivalent standard); - welded aluminium LPG cylinders (see EN 13110 or an equivalent standard); - composite LPG cylinders (see EN 14427 or an equivalent standard); and - over-moulded cylinders (OMC). This European Standard does not cover the requirements for filling LPG cylinders that are designed and equipped for filling by the user. This standard differs from DIN EN 13952:2006-05 as follows: a) definitions have been amended; b) the standard has been generally aligned with EN 1439; c) Clause 4 has been generally updated and modified with special emphasis on training requirements and competence. The European Standard has been prepared by CEN/TC 286/WG 7 "Operating requirements - Transportable LPG cylinders and static LPG tanks" (secretariat: AFNOR, France) of CEN/TC 286 "Liquefied petroleum gas equipment and accessories" (secretariat: NSAI, Ireland). Working Committee NA 016-00-06 AA "Flüssiggas-Geräte und Ausrüstung; Spiegelausschuss zu CEN/TC 286" ("Liquefied petroleum gas equipment and accessories; Mirror Committee of CEN/TC 286") at DIN Standards Committee Pressurized Gas Installations (NDG) collaborated in preparation of the standard.
