DIN EN 13859-1 contains specifications for the characteristics of underlays which are to be used under the roof covering. It specifies the requirements and test methods and provides for the evaluation of conformity of the products with the requirements of this document. This document has been prepared by Technical Committee CEN/TC 254 "Flexible sheets for waterproofing", the secretariat of which is held by BSI. The responsible German Committee is NA 005-02-91 AA "Flexible Bahnen unter Dachdeckungen" ("Flexible sheets under roofing") of the Building and Civil Engineering Standards Committee (NABau).
