This standard defines relevant requirements set out in Annex I of the new EC Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with such requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Communities, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (the so-called presumption of conformity). This European Standard applies to the design and manufacture of fixed deck oven loaders used in the food industry, bakeries, pastry-making, and so on. These machines are used to place dough pieces on the various decks of an oven and to remove the baked products from these decks. These machines may be manual and semi-automatic (some movements require manual power, others are powered). This European Standard covers safety and hygiene requirements for the design, manufacture, installation, adjustment, operation, cleaning and maintenance of these machines. This European Standard deals with all significant hazards, hazardous situations and events relevant to fixed oven deck loaders, when they are used as intended and under conditions which are reasonably foreseeable by the manufacturer (see clause 4). Noise from fixed deck oven loaders is not considered to be a significant hazard. That does not mean that the manufacturer of the machine is absolved from taking noise emission measures and indicating a noise emission level. Therefore, a noise test code is given in Annex A. The following machines are excluded: experimental equipment and equipment under development by the manufacturer; loaders for conveyor ovens; loaders integrated in the oven; fully automated fixed deck oven loaders. This European Standard is not applicable to fixed deck oven loaders that are manufactured before the date of publication of this European Standard by CEN. This standard contains the German version of EN 13591:2005+A1:2009 which has been prepared by Technical Committee CEN/TC 153 "Machinery intended for use with foodstuffs and feed" of the European Committee for Standardization (CEN). The following changes have been made with respect to DIN EN 13591:2005: a) The standard has been changed and adapted with respect to the new Machinery Directive 2006/42/EC; b) An informative Annex ZB on the relationship between this European Standard and the Essential Requirements of Machinery Directive 2006/42/EC has been added. The national interests during the preparation of the standard were represented by Committee NA 060-18-01 AA "Bäckereimaschinen" ("Bakery equipment") of Technical Section "Food Processing Machinery" of the Mechanical Engineering Standards Committee (NAM) at DIN. Representatives of the interested parties were involved in the preparation of this standard.
