DIN 820-4:2010-07

The Committee responsible for this preliminary standard is NA 173-00-01 AA "Normungsgrundsätze" ("Standardization principles") at DIN. DIN 820-4 "Standardization - Part 4: Working procedure" has been prepared by NA 173-00-01 AA "Normungsgrundsätze (ANG)" ("Standardization principles"). The described working procedure addresses standardization experts and applies to the standards work of the organs of DIN, the German Institute for Standardization (hereinafter referred to as DIN). Furthermore, it is applicable by analogy to in-house standardization. With respect to DIN 820-4, the working procedure of national standards projects is given, without any amendments, in clause 4. The working procedure of European and international standardization work is regulated in the appropriate rules of procedure of CEN, CENELEC and ETSI, ISO and IEC (see bibliography). With respect to DIN 820-4:2000-01, the following changes have been made: a) "Normenprüfstelle (NP)" ("Standards inspection department") and "Innere Prüfstelle (IP)" ("Standards checking section at DIN") have been substituted by the succeeding unit "Prozessqualität und Prüfung" (PQ) ("Process quality and testing"); b) the normative references have been updated, DIN 820-1, DIN 820-11, DIN 820-12, DIN 820-120 have been deleted and added to the bibliography; c) clause 3 "Terms and definitions" has been added and a reference is made to the terms and definitions of DIN 820-3 and DIN EN 45020; d) clause "Processing by the Präsidium and the Normenprüfstelle" (former 3.4.4) for the draft standard has been substituted by 4.4.1.4 "Processing by the unit "Process quality and testing (PQ)""; e) the print release form is left to the discretion of the chairman; f) the bibliography has been updated; g) registration number for draft proposals have been deleted without replacement; h) separate numbers for manuscripts for draft standards have been deleted; i) specifications for preliminary standardization projects have been added; j) oppositions against the rejection of a proposal for standards work shall be at first filed at the Beirat des Normenausschusses (advisory board of the standards committee) (4.1.2.4); k) comments should be submitted in electronic form (4.4.1.2); l) those who have submitted comments must be invited to join the discussion (4.4.1.5); m) the tracking of the work progress by PD has been added (4.7); n) supplements, DIN Technical Reports and translations of DIN standards as special cases have been added (clause 6); o) specifications for the publication of preliminary standards and Technical Reports as a specification have been added (6.1); p) a clause regarding the publication of standards and draft standards in electronic form has been added (6.6); q) statements about patents and industrial property rights have been supplemented (clause 9); r) statements about the use of withdrawn standards have been extended (clause 11); s) procedures for European and international standardization projects have been specified; t) the term "shortened procedure" has been replaced by "fast track procedure".
