Overview

This prestandard specifies the technical guidelines on the requirements for generation plants that can be operated in parallel with a distribution network. If settings are to be defined and/or provided, this prestandard refers to the distribution system operator (DSO) for practical reasons, even if these settings are to be defined and/or provided by another actor according to national or European regulatory frameworks. This includes European network codes and their national implementation as well as other national regulations. Further national regulations, in particular for connection to the distribution network and operation of the generating plant, may apply. The requirements of this Technical Specification apply to all generating plants, electrical machines and electronic equipment that meet the following conditions, regardless of the primary energy source used and regardless of the presence of loads in the plant operator's network: - conversion of any primary energy into alternating current; - connection to a medium-voltage distribution network and rated currents above 16 A per phase; - intended to be operated in parallel with this distribution network under normal network operating conditions. Generating plants with rated current up to and including 16 A per phase are regulated in EN 50438. Generating plants connected to a medium voltage network are within the scope of CLC/TS 50549-2. Unless otherwise specified by the distribution system operator (DSO), generation equipment connected to a medium voltage system and having an apparent power of up to 100 kVA may comply with this Technical Specification as an alternative to the requirements of CLC/TS 50549-2. A different threshold may be specified by the DSO. This prestandard establishes prerequisites for connection. This prestandard recognizes the existence of national standards, network codes and specific technical requirements of DSOs. These should be complied with. Note on translation: due to the European framework, "should" is formulated here; in the national implementation, the requirements of the TSOs shall be complied with according to the national foreword. Excluded from the scope are: - the selection and evaluation of the point of connection; - power system impact assessment; - connection assessment; - island operation of generating plants, both intentional and unintentional, where no part of the distribution network is involved; - drives feeding breaking energy back into the distribution network for limited duration; - requirements for the safety of personnel as they are already adequately covered by existing European Standards. The responsible committee is DKE/K 261 "Systemaspekte der elektrischen Energieversorgung" ("System aspects of electrical energy supply") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
