All parts of the IEC 61300-2 and IEC 61300-3 series of standards contain a number of environmental test and measurement procedures and, in some cases, preferred test severities, which have been developed to assess the performance of fiber optic interconnecting devices and passive fiber optic components under the expected operating conditions. The purpose of this standard is to establish uniform and reproducible environmental test methods and measurement procedures for the preparation of specifications for fiber optic interconnecting devices and passive fiber optic components. The tests in this standard allow the operational behavior of the test component or equipment to be compared. In order to make an overall judgment on the quality of a production lot, the test methods should be applied in accordance with an appropriate sample plan and could be supplemented by appropriate additional tests if necessary. In order to provide tests appropriate to the different intensities of environmental conditions, some tests have a number of severity levels. These different levels of severity are achieved by varying time, temperature or some other critical factors separately or in combination. These test and measurement procedures are based on existing international technical experience and judgment and are intended to provide information on the following characteristics of components and equipment, such as connectors, splices, switches, attenuators, etcetera: a) the ability to function within specified limits of temperature, pressure, humidity, mechanical stress and other environmental conditions, and specified combinations of these conditions; b) the ability to withstand storage and transportation; c) the ability to meet specified requirement levels for optical properties. This standard should be applied in conjunction with the relevant specification, which defines the individual tests to be applied, the required severity for each of these tests, their sequence where appropriate, and the acceptable performance limits. In the event of a conflict between this basic standard and the relevant specification, the latter takes precedence. The standard thus offers investment security for manufacturers and users and provides test laboratories and manufacturers with defined specifications for testing. The responsible committee is DKE/UK 412.7 "LWL-Verbindungstechnik und passive optische Komponenten" ("Fibre optic interconnecting devices and passive optical components") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
