Short description
1.1 This standard specifies performance requirements and test methods for protective headgear worn by individuals who work on roadways, including personnel involved in: 1.1.1 Public safety (that is, fire service, emergency medical services, law enforcement, fire police); 1.1.2 Road and highway construction and maintenance; 1.1.3 Towing and recovery; 1.1.4 Departments of transportation; and 1.1.5 Safety service patrol. 1.2 This standard addresses performance in terms of impact protection, chin protection (if a chin bar is included), external projections, positional stability, retention system strength, horizontal field of view, and face/eye protection. 1.2.1 The performance requirements are listed within each test procedure as acceptance criteria. 1.2.2 To claim compliance with this specification, test items shall be tested as specified in Sections 9 - 16 and shall meet the acceptance criteria. 1.2.3 Optional tests and performance requirements are included in Appendix X1 - Appendix X3 for end users who have additional hazards of concern. 1.3 This standard specifies pre-conditioning procedures to address environmental conditions in which these helmets are worn. 1.4 This specification may be used by suppliers, certification or verification bodies, testing laboratories, research and development organizations, and others assessing the performance of protective helmets for pedestrian roadway workers. 1.5 This specification is divided into the following sections: Section Title 1 Scope 2 Referenced Documents 3 Terminology 4 Significance and Use 5 Design Requirements 6 Testing Requirements 7 Conditioning Requirements 8 Conditioning Procedures 9 Impact against Hard Surface: Requirements and Test Procedures 10 Flying Debris: Requirements and Test Procedures 11 Chin Bar Test Procedure and Acceptance Criteria 12 External Projections: Requirements and Test Procedures 13 Positional Stability: Requirements and Test Procedures 14 Retention System Strength: Requirements and Test Procedures 15 Horizontal Field of Vision: Requirements and Test Procedures 16 Face Shield or Eye Protection Impact: Requirements 17 Product Documentation Requirements 18 Product Label and Package Label Requirements 19 Test Report 20 Keywords Annex A1 Summary of Test Item Requirements and Related Details for Initial Type Testing Annex A2 Summary of Test Item Requirements and Related Details for Surveillance Testing Appendix X1 Optional Heat Resistance Test Procedure and Acceptance Criteria Appendix X2 Optional Electrical Hazard Resistance Test Procedure and Acceptance Criteria Appendix X3 Optional Visibility Test Procedure and Acceptance Criteria 1.6 Units- The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system are not necessarily exact equivalents; therefore, to ensure conformance with the standard, each system shall be used independently of the other, and values from the two systems shall not be combined. 1.7 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.8 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
